The one sentence that governs everything
Regulation R638 of 2018 — the general hygiene requirements for food premises under the Foodstuffs, Cosmetics and Disinfectants Act — defines its terms in one line: "water" means potable water that complies with SANS 241. Every mention of water in the regulation inherits that definition: the wash-up water, the hand-wash water, the "adequate supply of water" a premises must have to hold its Certificate of Acceptability. There is no separate, softer standard for process water. If it touches food, equipment or hands, the law's baseline is drinking-water quality.
SANS 241 itself was consolidated into a single 2024 edition and is mandatory by reference in national regulations. The familiar working numbers from the 2015 edition give the flavour of what compliance means: E. coli not detected in 100 ml, turbidity at or below 1 NTU operationally, free chlorine no more than 5 mg/L, pH between 5 and 9.7. The 2024 edition also formalises something South African plants have long done informally — it defines monitoring regimes for static storage tanks and for water tankers, both tested fortnightly for indicator parameters.
Where water sits in HACCP and FSSC audits
SANS 10330, the South African HACCP standard, lists water among the services that prerequisite programmes must cover, and requires the hazard analysis to trace "routes of potential cross-contamination" — water explicitly included. FSSC 22000 builds on ISO 22002-1, whose utilities clause covers water used as an ingredient or contact surface. In practice an auditor wants three things: a specification for the water (SANS 241 is the obvious one), evidence it is met (test results, treatment records), and control of the risk points (storage tanks, dead legs, hose stations, backflow protection).
The uncomfortable part for many plants is the municipal supply itself. The 2023 Blue Drop report found 46% of assessed water supply systems achieving poor or bad microbiological compliance. Inside the metros the picture is far better — but a food safety system that simply assumes the tap complies is assuming something the national audit data says is not always true. That is why serious plants treat incoming municipal water as a raw material with its own verification step, not as a given.
The standard treatment train, and why each stage is there
A typical food-plant train reads: break tank, media filtration, activated carbon, softening where hardness demands it, then RO and UV for water that becomes product or final rinse. Each stage answers a specific failure mode:
- Media filtration catches the turbidity spikes that follow mains work and supply interruptions — turbidity above 1 NTU also shields microorganisms from downstream disinfection.
- Activated carbon removes chlorine, which is fast, and chloramine, which is not. This matters in Gauteng: Rand Water applies chloramination as secondary disinfection at its booster stations, and chloramine needs several times the contact time of free chlorine on standard carbon. Catalytic carbon at around three minutes of empty-bed contact time is the published design answer; a carbon vessel sized for free chlorine alone will let chloramine through.
- Softening protects heat exchange and CIP performance where hardness is meaningful.
- RO takes ingredient water to a consistent, low-TDS baseline regardless of what the municipality delivers that week.
- UV is the final microbiological barrier ahead of use.
For CIP, published dairy-engineering guidance puts final-rinse water at potable quality with a total viable count at or below 100 cfu/ml and coliforms absent — in other words, rinse water should be as good as ingredient water, because it is the last thing to touch the product surface.
Rule of thumb
Treat the municipal connection as a raw material and SANS 241 as its specification. If your HACCP file cannot show test results for the water and a barrier for each of turbidity, chlorine/chloramine and microbiology, an auditor will find the gap before you do — and in Gauteng, size the carbon for chloramine, not chlorine.
